重大突发事件跨区域协同处置机制研究

Research on Cross Regional Collaborative Disposal Mechanism of Major Emergencies

为有效解决我国重大突发事件跨区域处置工作中存在的统一指挥难、资源调配难、协同配合难等问题,提出重大突发事件跨区域协同处置机制。从重大突发事件的特点入手,分析重大突发事件跨区域治理困境,科学设计重大突发事件跨区域处置工作的地理布局与组织架构,探究重大突发事件跨区域协同处置机制的系统构成及运行机理。

In order to effectively resolve the difficulties in unified command,resource allocation and coordination in the cross regional disposal of major emergencies in China,this paper puts forward a cross regional collaborative disposal mechanism.On the basis of the characteristics of major emergencies and the analysis of the dilemma of cross regional governance of major emergencies,the geographical layout and organizational structure of cross regional office of major emergency response are scientifically designed,and the system composition and operation mechanism of the cross regional collaborative disposal mechanism of major emergencies is theoretically explored.
