我国综合交通枢纽面临的安全风险与对策

Safety Risks of Integrated Transport Hubs in China and Countermeasures

随着城市化进程的加快,综合交通枢纽的建设与运营促进了区域经济发展。但由于规模巨大、建筑密度高、公共空间人群聚集,综合交通枢纽安全现状堪忧。从安全主体责任、规划设计、标准规范、应急预案、指挥调度等方面分析综合交通枢纽面临的安全风险。提出落实管理主体责任、科学规划枢纽功能、推进法规制度体系和相关标准建设、科学编制应急预案、构建指挥调度体系及风险防范与处突联勤联动机制等对策,以应对综合交通枢纽面临的风险和非传统安全威胁,为平安城市建设贡献力量。

With the acceleration of urbanization, regional economies have been boosted by the construction and operation of integrated transport hubs. However, due to the massive scale, high density of buildings, and large crowd in public spaces, the integrated transport hubs are facing major risks and challenges. This paper analyzes the safety risks faced by integrated transport hubs in terms of main safety responsibility, planning and design, standards and regulations, emergency plans, command and dispatch, puts forward such countermeasures as implementing the main responsibility of management, scientifically planning hub functions, advancing the construction of laws and regulations and related standards, scientifically preparing emergency plans, building a command and dispatching system and a joint operation mechanism for risk prevention and emergency handling, so as to cope with the risks faced by integrated transport hubs and non-traditional security threats, and contribute to the construction of a safe city.
