涉众型经济犯罪案件处置中的维稳研究

随着互联网经济的繁荣,越来越多的涉众型经济犯罪暴露于公众视野。涉众型经济犯罪案件引发的涉稳事件参与人数众多,人员构成复杂且目的诉求繁杂,借助互联网平台传播速度极快,现场情况突变率高,给维稳工作提出极大挑战。实践中,维稳存在信息掌控不足导致的预警慢、局势控制不到位导致的处置难、隐患消除不彻底引发的善后难等问题,容易引发群体性事件。为此,办案部门应当加强事前风险预警,优化事中现场处置对策,坚持事后持续性善后处置,以应对涉众型经济犯罪案件处置中的维稳问题。

With the prosperity of internet economy, more and more stakeholder economic crimes have been exposed to the public. Stakeholder economic crime has a large number of participants, complex personnel composition and various objectives and appeals. Moreover, due to its rapid spread speed through the internet platform and abrupt changes in the scene, it poses a great challenge to the stability maintenance work. In practice, there are many problems in maintaining stability, such as late warning caused by insufficient information control, difficult disposal caused by inadequate situation control, and poor follow-up caused by incomplete elimination of hidden dangers, which often lead to group riots. Therefore, the departments of economic investigation should strengthen the early warning of risks in advance, optimize the on-site disposal countermeasures, and persist in the continuous post-disposal.
