韩国外交政策展望--基于第20届韩国总统选举主要候选人外交政策主张的评估

Foreign Policy Outlook of ROK--An Assessment Based on the Foreign Policy Prospositions of the Leading Candidates in the 20th Presidential Election

在韩国即将大选之际,比较分析主要候选人的外交理念与政策主张,对把握韩国对外政策走向至关重要。执政党共同民主党总统候选人李在明提出以国家利益为中心的实用外交,对美主张不站队,对华主张实用主义的均衡外交,对日主张纷争与交流分离的双轨外交,对朝主张和平优先;相比之下,最大在野党国民力量党总统候选人尹锡悦提出国家利益优先的自强外交,对美主张韩美同盟为轴心的一边倒,对华主张政经分离,对日则主张通过穿梭外交积极改善韩日关系,对朝主张加强韩国的遏制能力、“朝核”优先。韩国各政党理念不同,在外交战略构想上存在较大差异,不同政党候选人胜出可能会对中韩关系以及东北亚局势产生不同影响。对此,应准确把握大局大势,保持战略定力,提前谋划,维护半岛和平稳定。

In the the 20 th presidential election in ROK,a comparative analysis of the candidates’diplomatic ideas and policy preference of the ruling and main opposition parties is crucial to grasp the trend of ROK’s foreign relations.The ruling party candidate Lee Jae-myung proposed practical diplomacy that puts national interests at the center,balance diplomacy that does not take sides with the United States and pragmatism towards China,dual-track diplomacy that separates historical disputes and economic exchanges with Japan,and a peace-first approach to DPRK.By contrast,the main opposition party candidate Yoon Suk-yeol proposed self-strengthening diplomacy that puts national interests first,one-sided stance based on the ROK-US alliance and separation of politics and economy from China.And Yoon advocates active improvement of ROK-Japan relations through shuttle diplomacy with Japan,strengthening ROK’s deterrence capability with DPRK,principled diplomacy that puts nuclear issue first.Different political parties in ROK have different governing philosophies and diplomatic strategic ideas,which have a certain impact on China-ROK relations and the situation in Northeast Asia.In this regard,we should accurately grasp the overall situation,maintain strategic focus,seek common ground while reserving differences,and uphold peace and stability on the Korean Peninsula.
