府际关系,即国内外各级政府之间的关系,是影响政府经济功能的场域、动机以及效果的关键因素。府际关系研究聚焦于概念界定、维度构建、共性特征、演化历程等方面,凸显出府际关系经济功能的重要意义,但因府际关系的定量测度难题、复杂利益博弈、影响机制模糊以及一国研究视角的局限性等,表现出府际关系实证研究发展缓慢、政府行为策略集合残缺、府际关系经济功能传导机制尚不明确,以及主权国家府际关系的研究空白等问题。未来的研究或可通过限定府际关系的类型以及经济场景,突破府际关系的国家界限,关注地方省级政府的“十字中心点”博弈位置,拓展关系产权在府际关系经济功能中的机制传导效应,以延伸府际关系的研究范畴,深入刻画府际关系经济功能的作用效果与影响机理。

The inter-governmental relationship,that is the relationship between the governments at home and abroad,is the key factor that affects the field,motive and effect of the government’s economic function.The study of inter-governmental relations focuses on the definition of concepts,the construction of dimensions,the common features and the evolution process,which highlights the significance of the economic function of inter-governmental relations.However,due to the difficulties of quantitative measurement of inter-governmental relations,complex interest game,obscure influence mechanism and limitations of one country’s research perspective,it shows that the development of empirical research on inter-governmental relations is slow,the government behavior strategies is incomplete,the transmission mechanism of the economic function of inter-governmental relations is not clear,and the research gap exists in the field of the inter-governmental relations of sovereign states.Future research may break through the national boundary of inter-governmental relations by restricting the types and economic scenarios of inter-governmental relations,focus on the“cross-center”position of local and provincial governments,expand the mechanism transmission effect of property right in the economic function of inter-governmental relations,in order to extend the research scope of inter-governmental relations and deeply describe the effects and mechanisms of economic function of inter-governmental relations.
