唐代化外人管理的开放性特征及启示

Characteristics and Enlightenment of Foreigners’ Management in Tang Dynasty

唐代化外人管理呈现三个方面开放性特征:第一,唐朝采取开放包容的政治态度,促进中华文化的广泛传播和丝绸之路的繁荣兴盛,鼓励与化外人接触、通商,并通过赏赐等方式吸引化外人慕化而来。第二,唐朝制定政商通好的法律规制,规范对化外人日常管理的秩序,针对化外人来华的人身和财产制定一系列规则和法令,形成针对化外人管理的开放性法律规制。第三,唐朝接纳化外人留居与入仕,表现出海纳百川、兼容并蓄的姿态。研究唐朝对化外人管理的内在动力、基础保障和桥梁纽带等内容,分析其背后的政治、经济和文化等原因,从辩证、发展和联系三个维度,立足国家、社会、地方和移民四个层次,总结唐代化外人管理对当代移民管理工作的启示。

The management of foreigners in Tang Dynasty presents three characteristics.First,Tang China adopted open and inclusive political attitude,encouraged contact and trade with foreigners and granted gifts to attract foreigners to the country,resulting in the promotion of the widespread spread of Chinese culture and the prosperity of the Silk Road.Second,Tang China formulated favorable rules and regulations for political exchanges and business,and standardized the daily management of foreigners,and stipulated a series of rules and regulations protecting the personal and property rights of foreigners to China,forming an inclusive legal system for the management of foreigners.Third,Tang China accepted foreigners to stay and get a government job,showing the attitude of tolerating diversity and assimilating differences.This paper studies the inner dynamics,basic security and bridging link of foreigners’management in Tang Dynasty,analyzes the political,economic and cultural reasons behind them,and summarizes the enlightenment to contemporary immigration management from the dimensions of country,society,community and immigration.
