突发公共卫生事件背景下智慧社区治安防控模式

Prevention and Control Model of Smart Community Security under the Background of Public Health Emergencies

近年来重大公共卫生事件频发,智慧社区在突发状态下的治安防控需要进一步探索。突发公共卫生事件在特征表现方面与灾害相似,在突发公共卫生事件背景下智慧社区治安防控可以利用“灾害管理周期”理论模型,以信息为中心从“缓解、准备、响应、恢复”四个阶段着手构建智慧社区治安防控模式。智慧社区的治安防控模式在纠纷处理、信息整合、治理手段等方面仍存在不足,应结合现有技术治理和传统社区情感治理,建立纠纷解决机制、打造信息共享平台、增加情感治理途径以及加强治安宣传力度,进而完善智慧社区的治安防控模式。

In recent years,major public health incidents have occurred frequently,and the security prevention and control of smart communities in emergencies requires further exploration.Public health emergencies are similar to disasters in terms of their characteristics.In the context of public health emergencies,the theoretical model of“disaster management cycle”can be applied in the construction of prevention and control model of smart community security with information as the center.The construction can be divided into 4 stages,namely“mitigation,preparation,response,recovery”.The deficiencies of the prevention and control model of the smart community security in dispute handling,information integration,governance methods,and financial infringement cases can be improved by combining existing technology governance with the traditional community emotional governance,establishing a dispute resolution mechanism,building an information sharing platform,enriching emotional governance channels,and strengthening the publicity of public security.
