关于山地丘陵区实施全域土地综合整治的几点思考与建议

Some Thoughts and Suggestions on the Implementation of Regional Comprehensive Land Improvement in Mountainous and Hilly Areas

山地丘陵区具有地貌崎岖、地形切割、地块分散细碎,农业机械化、产业化、规模化程度低,以及资源禀赋和生态适宜性较平原区差异大等特征,缺少科学规划指引和统筹谋划,导致山地丘陵区全域土地综合整治项目难以推动。因此,本文提出规划引领,谋划国土空间战略布局;创新设计,因地制宜彰显地域特色;拓宽渠道,构建全社会参与大格局;加强管理,建立健全全域整治机制等相关措施,确保在山地丘陵区实施全域土地综合整治的顺利推进。

Mountainous and hilly areas have the characteristics of rugged landform,terrain cutting and scattered plots,low degree of agricultural mechanization,industrialization and scale,and large differences in resource endowment and ecological suitability compared with plain areas,and the lack of scientific planning guidance and overall planning makes it difficult to promote the comprehensive land improvement project in the mountainous and hilly areas.Therefore,this paper proposes relevant measures such as planning guidance to plan the strategic layout of the land space,innovative design to highlight regional characteristics according to local conditions,widening channels to build a general pattern of participation of the whole society,and strengthening management to establish and im‐prove a whole-area improvement mechanism,to ensure the smooth progress of the implementation of whole-area comprehensive land remediation in mountainous and hilly areas.
