青岛西海岸新区加快建设国际一流湾区城市的几点思考

Some Thoughts on Speeding up the Construction of Qingdao West Coast New Area into a World-class Bay Area City

湾区拥有高端产业体系,是全球经济发展的高地,是最为开放的国际化区域。湾区内部产业和空间高度一体化,是超越城市边界、引领区域发展的经济发展带。青岛依托良好的湾区禀赋基底,着力发展湾区经济,建设高能级开放平台,肩负着引领胶东半岛乃至山东半岛经济圈发展和城市群建设的历史重担。西海岸新区作为承载青岛“三湾三城”海湾型大都市新格局的重要增长极,北向对接上合组织地方经贸合作示范区,涵盖集聚、融合叠加中国(山东)自由贸易试验区青岛片区、青岛国家级经济技术开发区、青岛国际经济合作区等多个经济功能区优势,成为青岛建设深化改革和扩大开放的试验区,担当起建设现代化一流国际湾区大都市的排头兵。

The Bay Area has high-end industrial systems,is a highland of global economic development,and is the most open and internationalized area.With a high degree of integration of industries and spaces within the Bay Area,it is an economic development belt that transcends urban boundaries and leads regional development.Relying on the good endowment of the Bay Area,Qingdao focuses on developing the Bay Area economy and building a high-level open platform.It shoulders the historical burden of leading the development of the economic circle of the Jiaodong Peninsula and even the Shandong Peninsula and the construction of urban agglomerations.As an important growth pole carrying the new pattern of Qingdao's"three bays and three cities"bay-type metropolis,the West Coast New Area is connected to the SCO Local Economic and Trade Cooperation Demonstration Zone in the north,covering agglomeration,integration and superposition of the advantages of several economic functional zones such as China(Shandong)Pilot Free Trade Zone Qingdao Area,Qingdao National Economic and Techno‐logical Development Zone and the Qingdao International Economic Cooperation Zone,becoming a pilot zone for Qingdao to deepen reform and expand opening up,and act as the vanguard of building a modern first-class inter‐national bay area metropolis.
