中原城市群高新技术产业集聚特征及影响因素研究

Research on the Characteristics and Influencing Factors of the Agglomeration of High-tech Industries in the Central Plains City Group

利用2011—2019年相关数据,采用区位熵、地理集中度系数和面板回归法深入分析了中原城市群高新技术产业的集聚特征及影响因素。研究表明:从空间角度来看,中原城市群高新技术产业的总体空间集聚结构较差,专业化水平较低,且具有比较优势的城市变化不大,并按集聚度将中原城市群高新技术产业集聚水平划分为低、中低、中高和高水平4种类型,其中高集聚水平区连片分布,中高集聚水平区空间范围波动较大,中低集聚水平区空间范围逐步缩小,低集聚水平区空间范围几乎保持不变;从时间角度来看,中原城市群高新技术产业整体集聚程度适中,虽出现阶段性变化,但整体集聚水平稳定;影响中原城市群高新技术产业集聚特征的最大因素是信息化水平,其次是交通运输和消费者需求,而创新能力及政府行为对其具有负向影响。最后,提出相应建议以促进中原城市群高新技术产业健康发展。

Using the relevant data of 30 cities in the Central Plains urban agglomeration from 2011 to 2019,the spatial and temporal agglomeration characteristics and influencing factors of the high-tech industries in the Central Plains urban agglomeration were deeply analyzed by geographic concentration,location entropy and panel regression methods.The research shows that,from the perspective of time,the overall agglomeration degree of high-tech industries in the Central Plains urban agglomeration is moderate.Although there are periodic changes,the overall level of agglomeration is stable;from the perspective of space,the overall spatial agglomeration structure is poor and the level of specialization is low.The cities with comparative advantages have not changed much,and the overall spatial distribution has changed significantly,which can be divided into four types:low,medium-low,medium-high,and high agglomeration according to the degree of agglomeration.The spatial scope of the high agglomeration level areas is distributed continuously;the spatial scope of the medium-high agglomeration level areas fluctuates greatly;the spatial scope of the medium-low agglomeration level areas is gradually reduced,and the spatial scope of the low agglomeration level areas remains almost unchanged.The biggest factor affecting the agglomeration characteristics of high-tech industries in the Central Plains urban agglomeration is the informatization level,followed by the transportation and consumer demand.Informatization level,consumer demand and transportation have a positive impact on the agglomeration of high-tech industries in the Central Plains urban agglomeration,while innovation capability and government behavior have a negative impact.Finally,it is proposed that low agglomeration cities should continue to learn from the successful experience of high agglomeration cities,improve the degree of industrial agglomeration,and continue to develop towards high agglomeration cities.High agglomeration cities should increase exchanges and cooperation with low agglomeration cities to realize resource sharing.Relying on the China Pilot Free Trade Zone,the Central Plains urban agglomeration takes Zhengzhou as the center,Luoyang as the subcenter,and Kaifeng as the emerging sub-center to link the development of other cities,so as to promote the balanced and sustainable development of high-tech industries in the Central Plains urban agglomeration;cities with backward economic development should speed up economic transformation,to promote high-quality economic development;inter-city proximity and economic and social connections can promote the agglomeration of high-tech industries and produce spillover effects.It is necessary to strengthen the construction of the economic circle of the Central Plains urban agglomeration,continue to improve the cooperation between cities in transportation,Internet and other aspects,and break the administrative boundaries to restrain and enhance the exchange of information between cities,thereby enhancing the spatial spillover effect of the hightech industry agglomeration in the Central Plains urban agglomeration;improve the patent review standards and establish a corresponding incubation mechanism to avoid occupying certain factor resources but unable to produce,and encourage the active application of patents In terms of production.The government should correspondingly reduce market intervention and moderately reduce local protectionism,pay attention to the guidance of high-tech industry clusters,appropriately relax market access standards for high-tech industry-related enterprises,and strengthen the use of research funds.Technology marginal industries are transferred to low,medium-low agglomeration areas to drive the development of disadvantaged areas,which can give full play to the advantages of high agglomeration areas,and radiate to drive the development of low agglomeration areas to high agglomeration areas.
