两岸劳动力流动中的台籍劳动者社会保险权益保障研究

Research on the Protection of Taiwan Residents Workers'Social Insurance Rights and Interests in the Cross-Strait Labours'Mobility

保障台籍劳动者社会保险权益是实现台胞同等待遇、打造两岸共同劳动力市场的基本前提。本文以两岸劳动力流动中的台籍劳动者社会保险权益保障为研究内容,运用质性研究方法厘清了当前台籍劳动者社会保险权益保障的现状。以“劳动治理”为分析框架,主要从制度供给与各治理主体功能角度讨论了台籍劳动者社会保险权益保障的影响因素,并提出了可能的实现路径。

Protecting the Taiwan Residents workers’ social insurance rights and interests is the basic prerequisite for achieving equal treatment of Taiwan compatriots and building the cross-Strait common labour market.This paper takes the protection of the Taiwan Residents workers’ social insurance rights and interests in the cross-Strait labours'mobility as the research content,and uses qualitative research method to clarify the current situation of the protection of theTaiwan Residents workers’s ocial insurance rights and interests.Taking“labour govemance”,as the analytical framework,it mainly discusses the influencing factors of Taiwan Residents labourers’ social insurance rights and interests protection from the perspective of institutional supply andvarious governance subjects?functions,and proposes possible implementation paths.
