国土空间规划数据库建设研究——以规划方案在数据库中的表达及图数一致性为例

Research on Construction of Land Spatial Planning Database Taking Expression of Planning Scheme in Database and Uniformity of Maps and Data as an Example

国土空间规划数据库建设是国土资源“一张图”工程的重要组成部分,是落实土地管理制度的基本依据。该文对全国2500个单元(县)的乡镇级规划数据库检查情况进行梳理总结,以规划方案在数据库中的表达及图数一致性为例,针对规划数据库建设中规划指标、相关图层关系、指标落实和分区对应等存在的问题,提出相关建议和措施,为国土空间规划数据库建设提供参考。

Construction of land spatial planning database is an important part of“one map”project of land and resources,and it is basic basis for implementation of land management system.Inspection of township level planning database of 2500 units(counties)in China were sort out and summarized.Taking expression of planning scheme in database and uniformity of maps and data as an example,suggestions and measures in view of problems in construction of planning database,such as planning indicators,relevant layer relations,indicator implementation and zoning correspondence were put forward.It provided reference for construction of land spatial planning database.
