摘要
根据贷款管理的需要,世界银行集团开发了结果导向管理工具(P4R),并在中国—世界银行第十二个卫生项目予以应用。世界银行集团传统的计划导向项目管理工具(IPF)在我国应用三十多年,已较为成熟,而结果导向管理工具则是首次在卫生项目中实际应用,缺乏相应的经验。本文以世界银行集团贷款中国医疗卫生改革促进项目(简称卫Ⅻ项目)及世界银行集团贷款/英国政府赠款中国农村卫生发展项目(简称卫Ⅺ项目)为研究客体,比较P4R与IPF项目管理工具的异同,用LFE卫生项目复合评价模型和SWOT分析法评价P4R管理工具在卫生改革项目中的应用优势和存在挑战,以期为完善世界银行融资管理工具的应用提出建议,同时也为P4R管理工具应用于中国“一带一路”国际合作项目和国内卫生项目提供可借鉴经验。
The World Bank Group developed program for Result(P4R)according to the needs of loan management,which was applied in the 12th China-World Bank Health Project.The traditional Investment Project Financing(IPF)of the World Bank Group has been applied in China for many more than 30 years,but the P4R is used in the health program.However,the practical application experience of P4R is lacking.Taking the World Bank China Health Reform Program-for-Results(theⅫhealth project)and the world bank/British government grant China rural health development project(theⅪhealth project)as the research objects,the study appraised the similarities and differences between P4R and IPF,and analyzed advantages and disadvantages of P4R in health projects with LFE composite evaluation model and SWOT.This study made recommendations for improving the World Bank financing management tool and provided reference experience for the application of P4R in“Belt and Road”international cooperation projects and domestic health projects.
