清真食品法制化监管的不足与进路--以呼和浩特市为例

摘要 清真食品存在行业监管不到位的乱象。以清真食品监管体系基本形成的呼和浩特市为例,通过SWOT分析法对其清真食品监管过程进行综合分析,通过4个层面的战略,为清真食品法制化监管提出改进路径。包括坚持现阶段的监管机制,发展专业认证机构,出台鼓励政策与防范歧视措施;完善地方性法规,明确各部门管理职能;明确清真食品概念并统一标识,加快《清真食品管理条例》出台;加强民族工作部门执法力度,建立强制信息披露制度。 The supervision of halal food industry is not in place.Taking Hohhot city where the halal food supervision system has been basically formed as an example,this paper makes a comprehensive analysis of its halal food supervision process through SWOT analysis,and puts forward an improvement path for the legal supervision of halal food through four levels of strategy.Including adhering to the current regulatory mechanism,developing professional certification bodies,and introducing measures to encourage and prevent discrimination;perfecting local laws and regulations and clarifying the administrative functions of each department;clarify the concept of halal food and unify its labeling,and expedite the issuance of“Regulations on the Management of Halal Food”;strengthen the ethnic work department to enforce the law,establish compulsory information disclosure system.
