警务管理模式是指执行规则、促进秩序或安全保证的标准化行动,是警务理念、目标原则与实践行为方式的统一体,包含制度规则、运行机制、工作方式、技术手段四个维度。传统警务管理模式无法适应多元化、风险化、复杂化的社会形势。借鉴国内外警务管理模式现代化的经验,规范化的制度体系、集约化的运行机制、社会化的工作方式和信息化的工作手段成为首都警务管理模式变革的关键步骤,能够应对首都主要社会特征改变带来的风险和挑战,为首都社会发展提供相对持久稳定的社会秩序。

Police management mode refers to the standardized action of implementing rules,promoting order and security guarantee.It is the unity of policing concepts,goal principles,and practical behaviors,including four dimensions:institutional rules,operating mechanisms,working methods,and technical means.The traditional police management model cannot adapt to the diversified,risky and complicated social situation.Learning from the experience of the modernization of the domestic and overseas police management model,standardized system,intensive operation mechanism,socialized work method and information technology are the key steps in the transformation of the capital’s police management model,which can cope with the risks and challenges brought about by changes in the capital's main social characteristics;and provide a relatively lasting and stable social order for the capital's social development.
