新时代公安改革对人民安全感的影响机理研究--基于马克思主义主客一体视角

Research on the Influence Mechanism of Police Reform on People’s Sense of Safety in the New Era:A Perspective of the Subject-Object Unification of Marxism

以提升人民安全感为主要目标的公安改革及其成效,构成了佐证中国“稳定奇迹”的重要指标,但是学界尚未从财产、人身、交通、隐私安全等多维度,对公安改革与人民安全感二者相互影响的内在机制提供经验性解释。基于马克思主义主客一体视角,采用有序多分类Logistic回归对CSS历时性数据进行分析研究的结果显示,党的十八大以来群众的财产、人身、交通和总体安全感呈上升趋势,隐私安全感却出现“反常”下降;群众对公安改革持总体肯定态度,警察信任、公平认同感、治安满意度和官媒态度均显著增强;公安改革通过影响公众主体感知,有效但有差异地提高了人民安全感,而公安机关办理刑事、治安案件等客体指标的下降,虽提高了财产、人身、交通和总体安全感,却降低了隐私安全感。为此,公安机关应努力提高群众对公安改革的主体认同度,持续聚焦刑事治安“主业”,加大对公民隐私安全保护力度,从主客一体角度共同推进人民安全感的提升。

Police reform,mainly aiming to improve people’s sense of safety,and its effectiveness have proved the authenticity of a stable China.However,no empirical research explains the internal mechanism of the interaction between police reform and people’s sense of safety from the perspectives of property,personal,transportation,privacy and so forth.In the framework of the subject-object unification of Marxism,the CSS diachronic data with ordered multi classification logistic regression were analyzed.Findings show that since the 18th National Congress of the Communist Party of China,people’s sense of safety in property,personal,and traffic and their overall sense of safety have increased,but their sense of safety in privacy has abnormally decreased.The public generally show their positive attitudes towards the police reform,increasing trust in police,perceptions of fairness,satisfaction for public order and more positive attitudes toward the state-owned media.The police reform has effectively but differentially enhanced people’s sense of safety by affecting the public subjective perception,but the decreasing number of criminals and public order cases has reduced the public’s sense of safety in privacy.Therefore,the police agencies should strive to promote people’s sense of safety from the perspective of the subject-object unification of Marxism by improving people’s acceptance of the reform,focusing on the“main business”of crime and public security,and protecting people’s privacy and safety.
