创新已经在中国现代化建设全局中处于核心地位。中国在推进经济高质量发展进程中暴露出来的若干重大问题,日益集聚到创新领域乃至背后的创新经济学理论探索领域。若是忽略了对加快构建中国特色创新经济学理论与政策体系重要理论指导价值的科学认识,很有可能会影响到对如何培育、促进和强化经济高质量模式形成发展战略和政策举措的正确认识。构建和发展中国情景下的创新经济学体系,必须深入理解和打造创新经济学理论与政策体系的“中国特色”,本文将之归纳为回归中国特色社会主义政治经济学的基本立场、直面中国处于创新追赶阶段的特定发展背景、正确把握中国对外开放和科技自立自强之间的复杂关系、构建“布局国家战略科技力量+推动关键核心技术创新突破+促进企业技术创新能力提升”主导的“三位一体”式创新型国家体系这四大基本立场。本文在着重阐述和分析构建中国特色创新经济学理论与政策体系的基本原则及其内在逻辑的基础上,提出了创立和发展中国特色创新经济学理论与政策体系的重点发展方向。

Innovation has been at the core of the overall situation of China’s modernization.Some major problems exposed in the process of promoting high-quality economic development in China have increasingly gathered in the field of innovation and even the theoretical exploration field of innovation economics behind it.If we ignore the scientific understanding of the important theoretical guiding value of accelerating the construction of innovation economics theory and policy system with Chinese characteristics,it is likely to affect China’s correct understanding of how to cultivate,promote and strengthen the development strategy and policy measures for the formation of high-quality economic model.In view of the construction and development of the innovation economics system under the Chinese scenario,we must deeply understand and build the“Chinese characteristics”of the theory and policy system of innovation economics,summarize it as returning to the basic position of socialist political economics with Chinese characteristics,facing the specific development background of China in the stage of innovation catching up Correctly grasp the complex relationship between China’s opening to the outside world and scientific and technological self-reliance and self-improvement,and build a“Trinity”innovative national system dominated by“distributing national strategic scientific and technological forces+promoting key core technological innovation breakthroughs+promoting the improvement of enterprise technological innovation ability”.Therefore,on the basis of focusing on the basic principles and internal logic of constructing the theory and policy system of innovation economics with Chinese characteristics,this paper puts forward the key development direction of establishing and developing the theory and policy system of innovation economics with Chinese characteristics.
