航空运输产业的市场化改革对优化产业结构和提升运营绩效有重要意义。文章梳理了我国航空运输产业市场化改革的动因和发展历程,从法律政策、运营规模、行业效益、产权结构、行业竞争和服务质量等方面系统阐述了航空运输产业市场化的现状,深入剖析了行业市场化改革进程中存在的行政垄断色彩浓厚、进入壁垒依旧较高、价格监管缺乏效率、产权结构有待完善和服务质量参差不齐等突出问题,并从完善行业监管体系、优化市场监管机制、引入激励性价格监管模式、探索行业产权改革路径以及提升服务质量监管水平等方面,提出深化航空运输业市场化改革和提高行业运营效率的监管对策。

The marketization reform of air transport industry is of great significance to optimize the industrial structure and improve operational performance.This paper sorts out the motivation and development process of the marketization reform of air transport industry in China,and systematically explains the current status of the marketization of the air transport industry from the aspects of legal policies,operation scale,industry benefits,property rights structure,industrial competition and service quality,etc.It makes an in-depth analysis of the problems existing in the marketization reform process of air transport industry in China,such as strong administrative monopoly color,still high entrance barriers,less efficient price supervision,imperfect property rights structure,and uneven service quality.From the aspects of perfecting the industry supervision system,optimizing the market supervision mechanism,introducing incentive price Regulation mode,exploring the reform path of industrial property rights,and improving the supervision level of service quality.This paper puts forward the supervision countermeasures to deepen the marketization reform of air transport industry and improve the operation efficiency of the industry.
