基层工会参与城镇社会治理探析——基于2000多份调研问卷的分析

On Participation of Grass-Roots Trade Unions in Urban Social Governance

基层工会是职工自愿加入的群众组织,基层工会参与城镇社会治理有相应的法律法规保障。通过对广东省2000多名职工进行的随机抽样调研,发现基层工会在参与城镇基层社会治理中发挥了积极作用:注重加强会员的教育培训工作,职工技术技能提升取得新进展,职工对基层工会履职能力及维护职工权益较为满意。调研还发现基层工会在参与社会治理中存在自身建设薄弱、资源缺乏、吸引力与凝聚力有待提高等问题。要进一步加强基层工会的建设,发挥其作为国家政治团体的组织优势、制度优势,依法参与基层社会治理,助力“中国之治”迈向现代化。

The grass-roots trade unions are the mass organizations that employees voluntarily join.The grass-roots trade unions have corresponding laws and regulations to protect their participation in urban social governance.Through the random sampling survey of more than 2000 employees in Guangdong Province,it is found that grass-roots trade unions have played a positive role in participating in the innovation of urban grass-roots social governance.The grass-roots trade unions pay attention to strengthen the education and training of members,new progress has been made in improving the technical skills of employees,and employees are more satisfied with the ability of grass-roots trade unions to perform their duties and safeguard the rights and interests of employees.The survey also found that there are some problems in the participation of grass-roots trade unions in social governance,such as weak self-construction,lack of resources,attractiveness and cohesion to be improved.We should further strengthen the construction of the grass-roots trade unions,give full play to their organizational and institutional advantages as a national political organization,participate in the grass-roots social governance according to the law,and help the“rule of China”move towards modernization.
