摘要
近年来,我国房地产市场坚持房住不炒的总体定位,加快住房体系和制度建设步伐,密集推进保障性租赁住房建设、房地产税改革试点等一系列政策。从房地产开发企业来看,外部市场环境下行,融资环境趋紧,个别企业债务风险加剧,房地产市场从土地红利时代进入存量管理运营时代。积极响应国家政策,推进保障性租赁住房建设为房地产开发企业寻找新的投资开发模式,实现转型升级提质增效开拓了思路。本文从政策入手,结合案例分析,对保障性租赁住房运作模式进行分析研究,提出解决建议。
In recent years,China's real estate market has adhered to the overall positioning that housing is for living in,not for speculation,accelerated the process of housing system and institution building,and intensively promoted a series of policies such as the construction of affordable rental housing and the pilot reform of real estate tax.From the perspective of real estate development enterprises,the external market financing environment is descending,and the debt risks of individual enterprises are intensifying.The real estate market has entered the era of stock management and operation from the era of land dividend by following the national policy.The real estate development enterprises actively work for new investment and development model,and promote the construction of affordable rental housing to realize transformation and upgrading as well as improve building quality and efficiency.This paper analyzes and studies the operation mode of affordable rental housing through policy and case analysis,and puts forward solution suggestions.
