在认识我国城镇化发展背景的基础上,厘清不同语境下城市更新的内涵变迁以及在国土空间规划语境下的变革要求,涉及核心价值观、发展模式和传导结构三个方面。探讨城市更新思维逻辑的适应性调整:角色层面,从局部机械修复转向分级传导要求的有效落实途径,强调融入区域格局构建、明确上下传导方式以及凸显生态文明理念。内容层面,从单一显性到综合隐性的城市更新范畴与内涵的升级,以新旧国土空间为对象进行资源分配和利益平衡。重点层面,从土地红利向效率红利倾斜,以推动供给侧结构性改革。价值修正层面,实现工作模式与思维方式认知观的科学转变,从空间治理延伸至社会治理的人本主义,以及超越问题导向而进化为指向未来的主动干预行为。

On the basis of understanding the current urban development background and combing the construction process of our country’s spatial planning system,this article clarifies the connotation changes of urban renewal in different contexts and the reform requirements in the context of new spatial planning,involving core values,development models and transmission three aspects of structure.Therefore,the main points of adaptive adjustment of urban renewal thinking logic are discussed:at the role level,it shifts from partial mechanical repair to an effective way to implement hierarchical transmission requirements,emphasizing integration into the construction of regional patterns,clarifying the upper and lower transmission methods,and highlighting the concept of ecological civilization.At the content level,the category and connotation upgrade of urban renewal from single explicit to comprehensive implicit.Resource allocation and benefit balance based on the new and old land space,while deepening and refining the update objectives and output content.At the key level,the slope of the land dividend to the efficiency dividend to promote the supply-side structural reform.At value modification level,to realize the essence and thinking of work The scientific transformation of the concept of way and cognition requires a humanism that extends from space governance to social governance,transcending problem orientation and evolving into active intervention towards the future.
