我国社会力量参与老年人体育服务供给:行动逻辑、现实境遇与突破路径

China’s Social Forces Participating in Sports Service Supply for Elderly People:Action logic,Real situation and Breakthrough Path

社会力量参与老年人体育服务供给,能有效满足老年人美好生活需要,一定程度上解决老年人体育服务供给不平衡不充分的问题。系统梳理了社会力量参与老年人体育服务供给的行动逻辑,解析了政府购买型、冠名赞助型、自建共享型、资助捐赠型、志愿服务型五种实践参与模式。当前我国社会力量与老年人体育服务存在以下现实困境:专门政策体系尚未形成,参与激励机制不够健全,活动资金总量供给不足,社会力量支持较为薄弱,潜在力量发掘有待深入。提出以下优化策略:完善政策法律体系,拓展社会力量参与空间;健全参与激励机制,激活社会力量参与内生动力;加大资金拨付筹集,保障体育服务供给可持续性;采取多元培育举措,提升社会力量服务供给能力;挖掘潜在社会支持,确保体育服务全方位供给。

The participation of social forces in the supply of sports services for the elderly can effectively meet the needs of the elderly for a better life,and partly solve the problem of unbalanced and inadequate supply of sports services for the elderly.The action logic of the participation of social forces in the supply of sports services for the elderly is systematically reviewed,and the five practical participation modes of government purchase,named sponsorship,self-establishment and sharing,financial donation and volunteer service are analyzed.At present,China’s social forces and the elderly sports services have the following practical difficulties:the special policy system has not yet been formed,the participation incentive mechanism is not sound,the total supply of activity funds is insufficient,the support of social forces is relatively weak,and the potential forces need to be explored.The paper proposes to improve the policy and legal system,expand the space of social force participation,improve the participation incentive mechanism,stimulate social force participation,increase fund allocation to ensure the sustainability of sports service supply,take multiple cultivation measures to enhance the service supply capacity of social forces and explore the potential social support to ensure the full range of sports service supply.
