中国共产党巡察制度作为党内监督制度的一种形式是在实践中逐步探索建立起来的。巡察制度是推动巡视工作向纵深发展和完善巡视巡察战略格局的重要制度创新,也是推动全面从严治党向基层延伸的重要抓手。基于影响制度有效性因素的视角,从制度合法性、制度运行机制、制度相关者的效用水平、制度实施公平程度以及与制度环境的切合度和与配套制度的协调度等方面分析看,中国共产党巡察制度的有效性逻辑是有依据和确定无疑的。它对于构建巡视巡察上下联动机制,完善巡视巡察战略监督格局,健全党和国家监督体系,推进国家治理体系和治理能力现代化具有重大作用。

The inspection system of the Communist Party of China(CPC)as a form of internal party supervision system is gradually explored in practice.The inspection system is an important institutional innovation to promote the in-depth development of the inspection work and improve the strategic structure of inspection,and also an important channelto promote comprehensive and strict self-governance of the party to the grass-roots level.Based on the perspective of factors influencing the system effectiveness,by analyzing the system legitimacy,the system operating mechanism,the effectiveness level of institutional stakeholders,the fairness of system implementation,the soundness of system environment and the coordination degree of supporting systems,the effectiveness logic of the inspection system of CPCis well-founded and beyond doubt.It will play an important role in establishing the mechanism construction of the coordination in disciplinary inspections conducted at different levels,improving the strategic supervision structure of disciplinary inspections,perfecting the supervision system of the Party and the state,and advancing the modernization of China's governance system and capacity.
