粤港澳大湾区高校合作发展的逻辑内涵与路径探析

The Logical Connotation and Path Exploration of the Cooperative Development of Higher Education Institutions in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区建设是新时代我国全面对外开放格局的新尝试,是推动“一国两制”事业进一步发展的新实践。粤港澳大湾区高校合作发展有助于推动粤港澳协同发展,提升民族凝聚力;实现高校集群式创新,助力中国教育现代化;扩大对外开放,打造“一带一路”新支点。粤港澳大湾区内高校合作发展的逻辑内涵可解释为要素流动、优势互补,集群发展、效用外溢,创新驱动、文化培育。为推动粤港澳教育合作发展,建设人才高地,应完善高等教育政策支持体系,培育大湾区合作创新文化;开发高校合作发展平台渠道,推动大湾区多元稳定发展;加强高校双向对外交流,形成大湾区国际竞争优势。粤港澳大湾区高校合作发展对我国教育扩大对外开放、实现中华民族伟大复兴和构建人类命运共同体而言,具有重要战略意义和价值。

The Guangdong-Hong Kong-Macao Greater Bay Area(Greater Bay Area)is China s new attempt to forge the policy of opening up comprehensively in this new era,promoting the further pragmatic development of Chinese“one country,two systems”policy.This paper aims to show that the cooperative development of universities in the Greater Bay Area could promote the synergic development among these three regions and enhance our national cohesion.Higher education institutions(HEIs)in the Greater Bay Area are able to boost Chinese education modernization with their clustering innovation,as well as expand the scope of opening-up to create a new pivot for the Belt and the Road.The logical connotation of the cooperative development of HEIs in the Greater Bay Area can be explained as element flowing,advantage complementing,cluster developing,effect spillover,innovation driving,culture cultivating.In order to promote the development of education cooperation among Guangdong,Hong Kong and Macao to build a highland of talents,the supportive system for higher education policies should be improved and perfected to cultivate a cooperative innovative culture in the Greater Bay Area.Platforms and channels for colleges and universities cooperation and development should be well developed to promote the diversified and stable development of the Greater Bay Area.Meanwhile,HEIs should strengthen their two-way external exchanges and communication to foster and consolidate the Greater Bay Area s international competitive advantages.The cooperative development of HEIs in the Greater Bay Area has strategic significance and value for not only increasing advantages of China s education opening-up,but also realizing the great rejuvenation of the Chinese nation and building a community of shared future for mankind.
