摘要
针对震后初期的应急物流救援规划,为了提高应急物资配送效率使受灾区域民众获得更高的满意度,文章首先结合航空运输与公路运输两种运输方式,构建了基于虚拟需求点的三级配送方式以逐步满足各受灾点的需求。其次,在目标函数方面,由于不同决策者对不同目标重要性的偏好存在差异,将时间满意度与成本满意度化为同一度量,用系数表示管理者的决策偏好,并与公平性目标共同构建了双重目标规划模型。最后,设计了一种基于虚拟需求点分级配送的NSGA-Ⅱ算法对模型进行求解,与采用直接配送方式的NSGA-Ⅱ算法进行对比分析。研究结果表明,改进的NSGA-Ⅱ算法能够更好地解决应急物流多目标问题,求解出的帕累托最优解质量较高,算法具有较好的收敛性和运算效率,可以为应急管理者寻求最优方案提供决策支持。
Regarding emergency logistics location-routing problem,in order to improve the efficiency of emergency supplies distribution and achieve higher satisfaction of people in the disaster-affected areas,this paper combines air transportation and road transportation to build a three-level distribution mode based on virtual demand points to gradually meet the minimum demand and additional demand of the disaster-affected areas.The time satisfaction and cost satisfaction which converted into the same measurement are combined with fair goals to construct a dual goal programming model,and an NSGA-Ⅱalgorithm based on virtual demand point and hierarchical distribution is designed and compared with the algorithm using direct distribution.
