区块链技术下应急医疗物资供应体系的优化

Optimization of Emergency Medical Supplies Supply System Based on Blockchain Technology

应急医疗物资是治理重大突发公共卫生事件的重要保障,加强对物资供应的监管有助于“快速、精准、公平”地实施治理工作。文章基于新冠肺炎疫情的现实背景,首先分析物资供应监管漏洞对开展应急治理工作的不利影响,针对监管问题的根源引入区块链技术,然后利用区块链技术具备的保障数据真实、安全、可共享与保证交易透明、可追溯等优势,分别从物资供应主体、过程和社会公众三个角度出发,优化应急医疗物资供应的监管体系,最后从技术、法律法规和政府角色三个层面为区块链技术未来在应急管理领域的应用提出对策。

Emergency medical supplies are an important guarantee for the management of major public health emergencies.Strengthening the supervision of the supply of medical supplies helps to implement the management work“quickly,accurately and fairly”.Based on the actual background of COVID-19,this paper first analyzes the adverse impact of the loopholes in the supervision of material supply on emergency management,introduces blockchain technology to address the root causes of regulatory problems,and then makes use of the advantages of blockchain technology to ensure the authenticity,security,shareability of data and ensure transparent and traceable transactions.From the perspectives of material supplier,process and public,the supervision system of emergency medical material supply is optimized.Finally,countermeasures are proposed for the future application of blockchain technology in the field of emergency management from the perspectives of technology,laws and regulations and government role.
