中国特色社会主义步入新时代,农业高质量发展也成为推进农业农村现代化的时代主题。随着“三农”工作重心的历史性转移,全面推进乡村振兴背景下农业高质量发展具备了新的内涵、特征和优势条件,同时在市场调节、政策导向、要素融通、改革协同等方面仍面临一些体制机制障碍。推动农业高质量发展,要以转变生产方式、调整生产结构、强化监督管理、培育主体品牌为着力点,不断强化规划引领、投入保障、评价考核、人才支撑、执法监管,构建激励约束相容、多方协同的政策支持体系。

As socialism with Chinese characteristics enters a new era,high-quality development of agriculture has become the theme of promoting agricultural and rural modernization.With the historic shift of the focus of"agriculture,rural areas and farmers",the high-quality development of agriculture has shown new connotation,characteristics and advantages under the background of comprehensively promoting rural revitalization.At the same time,it still faces some institutional obstacles in market regulation,policy guidance,factor integration,reform coordination and so on.To promote the high-quality development of agriculture,we should focus on changing the mode of production,adjusting the production structure,strengthening supervision and management and cultivating the main brand,constantly strengthen planning guidance,investment guarantee,evaluation and assessment,talent support and law enforcement supervision,and build a policy support system with compatible incentives and constraints and multi-party coordination.
