波罗的海治理实践对跨界海洋空间规划的启示

The Implications of Governance Practice in the Baltic Sea for Transboundary Marine Spatial Planning

随着海洋空间规划在世界范围内的兴起与发展,跨界海洋空间规划逐渐成为了国与国之间探寻海上合作的新议题。欧洲为目前跨界海洋空间规划项目开展的集中区域,波罗的海区域又在整个欧洲跨界海洋空间规划发展中扮演着“排头兵”的角色。以波罗的海跨界海洋空间规划的实现路径为研究内容,旨在为我国今后与其他东南亚沿海国的跨界海洋空间规划合作提供参考。通过分析得出,欧盟法律政策、区域政府间合作机制、沿海国海洋空间规划制度的普遍建立、区域数据共享平台建设与欧盟资助,以及该区域网络化治理特征等因素是促成波罗的海区域跨界海洋空间规划发展与活跃的关键原因所在。

As marine spatial planning(MSP)is developing rapidly in the world,transboundary MSP(TMSP)has gradually become a new topic for international cooperation.Up to now,most of the TMSP projects have been carried out in Europe,and the Baltic Sea has played a leading role in it.The paper focused on the TMSP in the Baltic Sea area,and concluded that EU law,EU policy,regional intergovernmental cooperation mechanism,the establishment of MSP among the coastal states,EU funding,data sharing platforms,and the network governance all contribute to the prosperity and development of TMSP in the Baltic Sea Area.
