政府资助与社会组织管理效率——基于中国基金会的实证研究

Government Funding and Administrative Efficiency of Nonprofit Organizations--An Empirical Study of Foundations in China

近年来,政府资助已成为政府培育和扶持社会组织的重要政策工具,政府资助对社会组织产生的政策效应也受到学者关注。政府资助除了为社会组织带来社会资源和提高其公益属性,是否会导致社会组织管理效率低下,是学术界普遍关注的问题。本文基于中国基金会2008-2018年的非平衡面板数据,探究政府资助对社会组织管理效率的影响。研究发现:政府资助对基金会的管理效率具有显著正向影响,在进行了一系列稳健性检验后,该结论仍然成立。进一步研究发现,制度环境在政府资助与基金会管理效率之间起到了显著的正向调节作用,同时仅有限定性政府资助对管理效率有积极影响,并且政府资助在不同组织特征基金会中产生的效果不同。本文的研究将为政府资助对社会组织产生的政策效应提供新的理论解释,对推进国家治理转型和政府职能转变具有重要意义。

Government funding has become an important policy tool for the Chinese government to cultivate and develop nonprofit organizations,the existing studies also have noticed the policy effect of government funding.In addition to bringing social resources to nonprofit organizations and improving their public welfare performance,whether government funding will lead to inefficient management of nonprofit organizations is a common concern of scholars.Based on the unbalanced panel data of China Foundations from 2008 to 2018,this paper explores the impact of government funding on the administrative efficiency of foundations.It is found that:government funding has a significant positive impact on the administrative efficiency of foundations.After a series of robustness tests,this conclusion still holds.Further study shows that their regional institutional environment play a significant role in regulating the relationship between government funding and management efficiency.At the same time,only restricted government funding has a significant positive effect on the efficiency of management.And the effect is different in different organizational characteristics foundations.The research provides new theoretical explanations for the policy effect of government funding on social organizations,which is of great significance for promoting the transformation of national governance and the transfer of government functions.
