苏州城北路(长浒大桥—娄江快速路段)改建工程路由公路改建为市政道路,沿线管线迁改工程量非常大,项目复杂,实施周期长,实施过程中由于材料涨价、设计变更、新增管线入廊,特别是原来概算征用土地全部按无偿划拨,而实际涉及土储中心及保障公司的土地应该按成本计列费用等原因,需对原概算进行调整。
