“一带一路”背景下中国和哈萨克斯坦油气资源投资合作的现状、风险及防范机制

Study on the Current Situation,Risk and Prevention Mechanism of Investment Cooperation between China and Kazakhstan in Oil and Gas Resources under the Background of“One Belt and One Road”

哈萨克斯坦是“丝绸之路经济带”的核心区,油气资源十分丰富。中国石油天然气集团1997年进入哈萨克斯坦以来,中国企业与哈萨克斯坦的油气合作取得了一定成果。随着“一带一路”倡议的实施,中国和哈萨克斯坦之间展开广泛深入的合作,中国和哈萨克斯坦油气资源投资合作项目取得了更多的成果。首先,论述中国和哈萨克斯坦油气资源投资合作的现状;其次,揭示合作的成因,从合作持续发展和风险同样加大的视角深入分析合作面临的政治风险、政策法律风险等外源性风险和中国投资企业内部运营风险。最终,从外部风险应对和企业自身风险的治理两个角度,提出构建一套包括信息收集和形势研判等方面综合性的风险防范机制的建议。

Kazakhstan is the core area of the Silk Road Economic Belt,oil and gas resources are very rich,.China Petroleum and Natural Gas Group entered Kazakhstan since 1997,China’enterprises and Kazakhstan’s oil and gas cooperation have achieved a phased victory.With the advance of the“one belt and one road”initiative,two countries have been in deep cooperation extensively.They have more achievement on cooperation investment project about oil and gas resources.At first the article statement present situation about investment cooperation between China enterprises and Kazakhstan in oil and gas resources.Then further reveal the causes of cooperation.With development of cooperation,the risks they faced are increasing,such as political risk,policy and legal risk,and management risk in Chinese investment enterprises.These risks will be unfavourable to sustainable cooperation.At last the views of article is to establish a comprehensive mechanism to prevent risks,which based on two aspects of response external risks and management risk in China enterprises.The comprehensive mechanism includes collecting information,Analyse situation,international management and so on.
