城乡结合部居民安置区社区治安治理研究——以长沙市泉塘社区为例

A Study on Community Security Governance in Residential Resettlement Areas in the Urban-rural Fringe——Taking Quantang Community of Changsha City as an Example

在城镇化进程中,城乡结合部居民安置区的治安问题一直以来是社区警务的重点和难点。由于城乡结合部特殊的地理位置,加之新的发展环境和复杂的人员结构,这一地区的治安状况和治安管理情况复杂,是防、控链条上的薄弱环节。针对存在的流动人口信息掌握不准、违法犯罪问题突出、安全隐患严重等问题,本文提出相关职能部门应该以加强管理为总抓手,通过宣传教育、群防群治以及加大经费投入、改善基础设施等措施的有机结合,整治安置区社会治安,提升城乡结合部社区治安治理水平。

In the process of urbanization,the issue of public security in residential resettlement areas in the urban-rural fringe has always been the focus and difficulty of community policing.Due to the special geographical location of the urban-rural fringe,coupled with the new development environment and complex personnel structure,the public security situation and public security management in this area are complicated,which has become a weak link in the chain of prevention and control.In view of the problems existing in the floating population,such as inaccurate information,prominent illegal and criminal problems,serious potential safety hazards and so on,this paper puts forward that the relevant functional departments should take strengthening management as the general starting point,renovate the social security in the residential resettlement area and improve the level of community security governance in the urban-rural fringe through the organic combination of publicity and education,mass prevention and mass governance,increasing fund investment and improving infrastructure.
