东北亚地区贸易便利化合作路径研究

Research on the Cooperation Path of Trade Facilitation in Northeast Asia

贸易便利化作为提高贸易效率的一种方式,日益得到社会各界的青睐。东北亚地区的地理位置优越、资源丰富,该区域国际贸易活跃,经济有很大的发展潜力,东北亚地区提高贸易便利化水平可以充分发挥其要素禀赋优势,合理配置资源,促进贸易自由化。目前,东北亚地区的贸易便利化水平在世界贸易便利化水平排名中处在中下游位置,主要受该地区经济技术水平差距大、政治敏感性强、各国贸易制度协调不力、国际贸易保护主义抬头等因素的影响。为此,东北亚地区各国要加强政治互信,相互协调贸易制度体系,改善各国营商环境,共创经济一体化程度较高的自由贸易区来提高该地区贸易便利化、自由化水平。

As a way of improving trade efficiency, trade facilitation is increasingly favored by all sectors of society. Northeast Asia, with its advantageous geographical location and abundant resources, has active international trade and great potential for economic development.Improving trade facilitation in Northeast Asia can give full play to its advantages in factor endowment, rationally allocate resources and promote trade liberalization. At present, the level of trade facilitation in Northeast Asia is in the middle and lower position in the world trade facilitation ranking, which is mainly affected by such factors as the wide gap of economic and technological level in the region, strong political sensitivity, weak coordination of trade systems among countries, and rising international trade protectionism. Therefore, countries in Northeast Asia should strengthen political mutual trust, coordinate trade systems, improve business environment of each country, and create a free trade area with a high degree of economic integration to improve trade facilitation and liberalization in the region.
