首先,分析了指挥信息系统特点规律和矛盾问题;然后,总结了美军舰载信息系统发展情况;最后,从加强顶层设计、坚持需求牵引、创新驱动发展、贯彻开放架构、螺旋迭代研发和系统基线发展等多个层面,提出了保持舰载指挥信息系统装备技术先进性的对策建议,以期后续信息系统能够适应日益变化的军事需求和新型作战威胁。该对策建议可为提升基于信息系统的体系作战能力和联合作战能力提供信息和组织运用支撑。

Firstly,characteristic disciplinarian and contradiction issue of military command information systems are analyzed.Then,development situation of American ship-borne information systems is summarized.Finally,from multiple aspects including strengthening top-level design,insisting on demand traction,innovation-driven developing,carrying out open architecture,iterative developing in spirals,and developing with baselines,etc.,the countermeasure and suggestions for keeping shipborne command information system advanced are proposed.It is expected for the future information system to adapt to the changing military requirement and the new operational threat.The countermeasure and suggestions can provide support from information and organization application,to enhance the system operational capability and the joint operational capability based on the military command information system.
