System Capability Construction Method Based on Commander’s Critical Information Requirements

指挥员关键信息需求既是体现指挥员指挥艺术、牵引整个作战体系运行、主导部队行动以及控制作战进程的核心,又是发挥信息主导作用的关键。首先,分析了指挥员关键信息需求在解决信息主导无法落地执行问题上的关键作用;然后,阐述了指挥员关键信息编成方法,并明确了指挥员关键信息需求的提报和响应流程;最后,从指挥信息系统能力构建角度出发,提出了指挥员关键信息需求整编工具及其能力指标。

The commander’s critical information requirement is the core reflecting the commander’s command art,leading the combat system operation,leading the troop operation and controlling the combat process. It is also the key playing a role in information dominance. Firstly,the key role of commander’s critical information requirements in solving the problem about information dominance cannot be implemented is analyzed. Then,the method of compiling commander’s critical information is described,and the process of reporting and responding to commander’s critical information requirements is clarified. Finally,from the perspective of command information system capability construction,the commander’s critical information requirements reorganizing tool and its capability index are proposed.
