关于取消中药饮片加成的思考与建议

Reflections and suggestions on cancellation the medicine markups of traditional Chinese medicine

目的:为探索取消中药饮片加成政策的试点实施提供参考。方法:通过查阅文献,笔者对中药饮片产业的发展概况进行了分析,对中药饮片加成的历史原因,取消加成对整个产业链,尤其是对中医院产生的影响进行了分析。结果:取消中药饮片加成,有利于真正改变以药养医的经营机制,科学形成中医医疗服务价格和中药与西药的临床合理使用;但如果相应补偿机制未建立,中药饮片质量无法保证,影响中医临床疗效,医疗机构的经营成本难以补偿,影响中医药特色优势发挥与学科发展,不利于中医药的传承,同时中药饮片的使用受到影响,使中药种植、饮片加工等产业大受冲击,最终不利于整个中医药事业的发展。结论:建议在建立科学的经营补偿机制的前提下,分步实施,逐步取消中药饮片加成,同时中医院应未雨绸缪,做好应对准备。

Objective: To provide a reference for the cancellation of pilot implementation about the medicine markups policy of traditional Chinese medicine. Method: Through consulting the literature, the author analyzed the development of traditional Chinese medicine industry, analyzed the historical reasons of the medicine markups of traditional Chinese medicine, and the influence of canceling the medicine markups on the whole industrial chain, especially in traditional Chinese medicine hospital. Result: The cancellation of the medicine markups of traditional Chinese medicine was conducive to changing the operating mechanism of supporting medicine with drug profits, scientifically forming the price of traditional Chinese medicine medical services and the rational clinical use of traditional Chinese medicine and western medicine. However, if the corresponding compensation mechanism was not established, the quality of traditional Chinese medicine can’t be guaranteed, and it would affect clinical efficacy. The operating cost of hospital was difficult to compensate.The advantages of traditional Chinese medicine and the development of disciplines was to be affected, and it was not conducive to inheriting traditional Chinese medicine. At the same time, the use of traditional Chinese medicine decoction pieces was affected, so that the cultivation of traditional Chinese medicine, decoction pieces processing and other industries were greatly impacted, and ultimately not conducive to the development of the whole cause of traditional Chinese medicine. Conclusion: It is suggested to establish a scientific management compensation mechanism, and implement it step by step, and then gradually cancel the medicine markups of traditional Chinese medicine. At the same time, hospitals should take precautions and prepare for it.
