公立医院经济运行监测评价指标体系构建——基于高质量发展视角

Construction of the Monitoring and Evaluation Index System of Public Hospital Economic Operation——From the Perspective of High-Quality Development

目的:构建一套科学、标准化、可衡量、可操作的公立医院经济运行监测评价指标体系。方法:综合应用文献分析法、小组访谈法、专家咨询法,确定指标体系及其权重。结果:经过两轮专家咨询,最终构建了公立医院经济运行监测评价指标体系,包含收入管理、成本管理、运营管理、风险管理、费用管理、发展管理6个一级指标,以及16个二级指标、54个三级指标。结论:基于高质量发展视角构建的公立医院经济运行监测评价指标体系,符合业财融合的趋势,能科学、全面评价公立医院经济运行状况,是公立医院运营管理政策制定、监测和评价的有效工具。

Objective To construct a scientific,standardized,measurable and operable monitoring and evaluation index system for the economic operation of public hospitals.Methods Literature analysis,group interview and expert consultation were adopted to determine the index system and corresponding weight.Results After two rounds of expert consultation,the final system consisted of 6 first-level indices(including income,cost,operation,risk,expense,and development management),16 second-level indices,and 54 third-level indices.Conclusion The economic operation monitoring and evaluation index system of public hospitals based on high-quality development is in line with the trend of business-finance integration.It can scientifically and comprehensively evaluate the economic operation of public hospitals,and it is an effective tool for the formulation,monitoring and evaluation of public hospital operation management policies.
