Application for the Operation Permit of HPR1000 Demonstration Unit

为了按计划完成“华龙一号”首堆运行许可证的申请工作,福清核电执照团队制定了执照申请专项计划,并围绕该计划推动各项工作;完善执照文件审查制度,编制核安全审评问题回答单审查工作指南,努力提高执照文件和审评问题回答单质量;利用互联网平台召开视频审评对话会议,高效推动执照文件审评工作开展。执照团队提倡“大执照申请”的理念,推动执照文件审评与现场安装调试工作深度融合,协调解决现场的各种安装和调试问题;创新工作思路,充分发挥内部监督作用,组织开展运行许可证前核安全内部检查,提前发现并推动装料相关问题得到解决。“华龙一号”全球首堆——福清核电5号机组于2020年9月4日取得国家核安全局颁发的运行许可证,实现了“华龙一号”全球首堆首次装料运行。本文对福清核电5号机组运行许可证申请工作进行了提炼和总结,为“华龙一号”后续机组运行许可证申请积累了经验。

To complete the application forthe operation permit of the first-of-a-kind nuclear plant HPR1000 as planned,the work team of Fuqing nuclear power plant developed a special plan and relevant measures for the permit application,improved the permit document review system,prepared the guideline for the nuclear safety review answer sheet,made great efforts to improve the quality of permit documents and the review answer sheet;and held a video meeting by multi-party network to improve the effectiveness of permit document review.The permit team advocates the concept of“big permit application”,improves the integration of permit document review and on-site installation and commissioning work,coordinates and solves various problems about on-site installation and commissioning,innovates work ideas,give full play to the role of internal supervision,organizes and carries out internal nuclear safety review before the operation permit,thus to find issues related with the fuel loading as well as the solutions in advance.On September 4^(th),2020,Unit 5 of Fuqing nuclear power plant,the world s first HPR1000 unit,obtained the operation permit issued by the National Nuclear Safety Administration,realizing the milestone of the first fuel core loading and operation of the HPR1000 demonstration unit worldwide.This paper summarizes the operation permit application work of Fuqing Unit 5,and accumulated experience for the operation permit application of subsequent HPR1000 units.
