“枫桥经验”下社区警务整合机制建设研究

A Research on the Construction of Community Policing Integration Mechanism under“the Experience of Fengqiao”

社会整合机制建设是社会治理的核心内容。基层公安民警在贯彻落实中央治理精神、学习“枫桥经验”、开展社区警务工作时,社区警务整合机制建设是必不可少的工作。在当前情况下,基层公安民警开展的警务整合工作具有如下几个方面的特点:在整合理念上,不断落实新时代的治理理念,深入推广“枫桥经验”;在整合主体上,以社区民警为核心构建社区整合体系的同时,公安机关不断加强自身的组织整合;在整合手段上,当前社区民警的组织整合、技术整合发挥着重要作用,但在文化与认同整合、制度整合、利益整合等方面需要不断完善。在今后的社区警务整合机制建设方面,要做到政治整合、文化心理整合、利益整合、组织整合、制度整合、技术整合同时并举,进一步深化提高公安机关社区警务整合的效果。

The social integration mechanism is the core of social governance.When the police at the basic level carry out the spirit of the central government,learn“the Experience of Fengqiao”and carry out the community policing work,the construction of the community policing integration mechanism is essential.In the current situation,the police integration work carried out by the preliminary public security police has the following characteristics:in terms of integration concepts,it constantly implements the governance concepts of the new era,and in-depth promotes“the Experience of Fengqiao”;in the main body of integration,while constructing the community integration system with the community police as the core,the Public Security Bureau continuously strengthens its own organization integration;in the integration means,at present,the organization integration and technology integration of community police play an important role,but in the integration of culture and identity,system integration,interests integration and so on need to be constantly improved.In the future construction of community policing integration mechanism,the integration of political,cultural-psychological,interest,organizational,institutional and technical aspects should be done simultaneously,so as to further deepen and improve the effect of community policing integration in public security organs.
