河北省平原地区林农技术培训供需分析及发展对策

Supply and Demand Analysis and Development Countermeasures of Forest Farmer Technical Training in Plain Area of Hebei Province

文中基于河北省廊坊市、衡水市、邯郸市和邢台市16县567户样本农户调研数据,从林农技术培训的内容、形式、时间和地点等方面进行供给和需求对比,结果发现当前林农技术培训存在较为严重的供需失衡问题;进一步从林农技术培训管理体制、政府对林农技术培训的投入、林农参与技术培训意识、培训内容及形式与林农需求匹配度等方面探寻导致林农技术培训供需不平衡的原因;在此基础上提出相应的解决措施:建立健全林农技术培训管理机制、加大林农技术培训扶持力度、提高林农自身素质和能力、创新林农技术培训模式、激发培训主体活力。

Based on the first-hand data obtained from field investigation of 567 sample forest farmers in 16 counties of Langfang city,Hengshui City,Handan City and Xingtai City in Hebei Province,this paper conducted a comparative analysis of supply and demand from the perspective of training content,training form,training time,training place and other aspects of current technical training for forest farmers.The results showed that there is a serious imbalance between supply and demand in forest farmers'technical training.This paper further explored the reasons for the imbalance between supply and demand of forest farmers'technical training from the aspects of forest farmers'technical training management system,government investment in forest farmers'technical training,forest farmers'awareness of participating in technical training,and the matching degree between training content and forest farmers'demand.On this basis,the corresponding solutions were put forward,such as establishing and improving the management system of technical training for forest farmers,increasing the support of technical training for forest farmers,improving the quality and ability of forest farmers themselves,innovating the training mode of technical training for forest farmers,and stimulating the vitality of the training bodies.
