河南省高新技术企业高质量发展的扶持政策研究

Research on Supporting Policies to Boost the High Quality Development of High-Tech Enterprises in Henan Province

高新技术企业是驱动地区经济高质量发展的重要微观经济主体。作为全国经济大省和中部崛起增长极的河南省,为什么高新技术企业发展相对落后?制约河南省高新技术企业发展的根源是什么?如何从政策层面助推河南省高新技术企业高质量发展?是当前亟待解决的重大理论和现实问题。基于此,本研究首先从高新技术企业的数量、创新投入、创新成果产出和创新成果转化等方面,揭示了河南省高新技术企业发展的状况;其次,从财政资助、潜力挖掘、高校创新、风险资本和营商环境等方面,剖析了河南省高新技术发展不足的根源;最后,从财政政策的激励力度、精准施策和精准发力,高校创新实力提升和法治化营商环境优化等方面,提出促进河南省高新技术企业发展的对策建议。本研究的结果以期在促进河南省高新技术企业高质量发展方面,能够为政府相关部门政策的科学制定提供决策参考。

High and new technology enterprises are the important microeconomic subjects that drive the high quality development of regional economy.Henan Province is a major economic province in China and the rising growth point in central China.Why is the development of high-tech enterprises relatively lagging behind?What is the root of the restriction of the development of high-tech enterprises in Henan?How to boost the high quality development of high-tech enterprises in Henan from the policy level?It is an important theory and practical problem to be solved urgently.Based on this,the study first reveals the development of high-tech enterprises in Henan from the aspects of enterprise quantity,innovation input,innovation output and innovation transformation,etc.Secondly,from the aspects of government's finan⁃cial support,development potential,innovation support of universities,venture capital participation and business environment,this paper analyzes the root cause of the insufficiency of Henan's high-tech devel⁃opment.Finally,from the aspects of the financial policy incentives,precise policy implementation and precise force,as well as the overall innovation strength of universities and legal business environment,the paper puts forward countermeasures and suggestions to promote the development of Henan high-tech enterprises.The research results of this paper hope to provide decision-making reference for the scien⁃tific policy-making of relevant government departments in promoting the high quality development of high-tech enterprises in Henan Province.
