2021年是“十四五”开局之年,也是“双碳”目标提出后的第一年。在百年未有之大变局、疫情等复杂的形势下,我国国民经济稳步恢复,电力发展呈现诸多新变化、新特征。本文论述了2021年我国电力消费形势的特点、电力供应低碳转型的进展成效,分析了全年电力供需形势并重点说明了转型过渡阶段我国电力安全保供的苗头风险,总结了“双碳”目标下推进能源电力低碳转型和市场改革的政策措施,最后结合宏观经济发展环境,展望了2022年电力供需形势并提出相关建议。

2021 is the first year of the “14^(th) Five-Year Plan”,and it is also the first year of the carbon neutralization target.Under the influence of complex political forms,serious epidemics and other complex situations,China's national economy has continued to recover steadily,and the level of development has reached a new level.The development of electric power also presents many new changes and new characteristics.This paper discusses the characteristics of the electricity consumption situation in 2021 and the progress of the low-carbon transformation of electricity supply,analyzes the electricity supply and demand situation in the whole year and focuses on the emerging risks of ensuring electricity supply in the transitional period,sorts out the implementation progress of power system reform and many policies for low-carbon energy transformation.Finally,combined with the macroeconomic development environment,this paper looks forward to the electricity supply and demand situation in 2022 and puts forward relevant suggestions.
