乡村振兴下乡镇社工站“三位一体”路径的探究——以广西X自治县社工站为例

Exploring the “Trinity” Pathway of Township Social Work Stations Under Rural Revitalization—A Case Study of Social Work Stations in X Autonomous County,Guangxi

乡镇社工站本是乡村振兴战略规划下的产物,用于解决社会治理和服务下沉到基层的问题,但在其推进的过程中,乡镇社工站的运行出现结构性、社会性困境,致使乡镇社工站涉及的三大主体(服务购买者、服务提供者和服务接受者)之间的关系未能形成闭环,进而导致乡镇社工站建设走向“内卷化”。因此,文章尝试对三大主体关系进行重新梳理,在引入村委会、本土人士、新乡贤等新力量的作用下,探究建立“三位一体”的结构与路径,解开乡镇社工站人才队伍建设出现的内部矛盾,推进乡镇社工站进一步发展,助力乡村振兴战略。

Township social work stations were originally the product of rural revitalization strategic planning to solve the problem of social governance and service sinking to the grassroots level.However,in the process of its promotion,the structural and social difficulties of the operation of township social work stations were appeared.Based on the investigation and reflection of social work stations in X Autonomous County,Guangxi,this paper found that the communication and service among the three main subjects involved in township social work stations(service buyers,service providers and service recipients) failed to form a closed loop,thus leading to the “inrolling” of township social work station construction.Therefore,this study tries to reorganize the reframe of three main relations,exploring to establish a "trinity" structure and pathway.Under the role of the introducing new forces such as village committee,local talent and new township talents,solve the internal contradictions in the talent team construction of township social work stations,promote the further development of township social work stations,and contribute to the rural revitalization strategy.
