摘要
从马太效应视角,基于对基础研究评价与马太效应之间关系及其相互作用机理的解读,深入分析在基础研究评价各要素层面马太效应的作用机制以及由此所导致的我国现行基础研究评价体系存在的问题,在明确中国基础研究评价体系改革方向的同时,重点从评价流程、评价方法、评价主体、评价专家及评价对象等5个要素层面提出改革建议。
From the perspective of the Matthew effect, based on the interpretation of the relationship between basic research evaluation and the Matthew effect and their interaction mechanism, this paper deeply analyzes the action mechanism of the Matthew effect in basic research evaluation and the resulting problems in China’s current basic research evaluation system. While clarifying the reform direction of China’s basic research evaluation system, it puts forward corresponding reform suggestions from five elements: evaluation process, evaluation method, evaluation subject, evaluation expert and evaluation object.
