当前社会主义经济建设速度极快,民众生活水平在实现质的飞跃后,对居住环境的适宜性,对房屋建筑的安全性以及多功能性,提出更高标准和要求。如若房屋建筑在施工阶段,出现质量问题或重大安全事故,势必会对工程的整体建设质量造成影响,甚至还会危及有关人员的人身安全,就当前的实际情况而言,这一问题仍时有发生,使得项目参建企业的经济收益不断降低,也致使建筑行业难以获得快速发展。结合大量实践经验可以发现,极有可能引发质量问题或安全事故的干扰因素,包括缺少完整的房屋建筑管理制度,有关人员对整体施工质量管控的忽视,加之受环境情况、气候条件与地形等因素的干扰,使得各环节施工作业的有序性、顺畅性逐步降低。

The current socialist economic construction speed is very fast,the people’s living standards realize a qualitative leap and also put forward higher standards and requirements for the suitability of the living environment,the safety and versatility of housing construction.If housing construction quality problems or major safety accident occurs in the construction phase,it will inevitably affect the overall construction quality of the project,and even endanger the safety of the people concerned.Based on the actual situation at present,the problems still happen,progressively reduce economic benefits of project construction enterprises and also hinder the rapid development of construction industry.Combined with a large number of practical experience,it showed that interference factors with a high potential to cause quality problems or safety accidents include lack of complete housing construction management system,and relevant personnel ignoring the management and control of the overall construction quality,as well as the environmental situation,climatic conditions and terrain factors,which gradually decreases the ordered and smooth construction operations in each link.
