精准帮教视角下我国未成年人司法循证实践的路径初探

The Path of Evidence-based Practice in Juvenile Justice from the Perspective of Precise Assistance and Education

未成年人司法循证实践与精准帮教的核心理念具有内在一致性,未成年人司法循证实践从循证理念、风险评估技术以及项目管理等方面给精准帮教的实施提供实践改革的经验。在我国未成年人司法中推进循证实践,需要与本土精准帮教理念进行深度对接,在福利帮教的基础上纳入循证理念和技术,以期达到司法和福利的平衡。建议建立政府主导的多机构合作领导机制,加强与科研机构合作,培育本土有效的循证项目,建立未成年人司法循证项目资源库,研发本土的风险评估工具,推动多学科、多机构协作,共同促进我国未成年人司法的改革和发展。

Evidence-based practice in juvenile justice is inherently consistent with the concepts of precise assistance and education. Evidence-based practice in juvenile justice provides practical reform experience for the implementation of precise assistance and education from the aspects of evidence-based concepts, risk assessment techniques, and project management. To promote evidence-based practice in juvenile justice in China, it is necessary to deeply connect with the local concept of precise assistance and education, and incorporate evidence-based concepts and technologies on the basis of welfare assistance and education in order to achieve a balance between justice and welfare. It is necessary to establish a government-led multi-agency cooperation leadership mechanism,strengthen cooperation with scientific research institutions, cultivate local effective evidence-based projects, establish a judicial evidence-based project resource base for juveniles, develop local risk assessment tools, promote multidisciplinary and multi-institutional collaboration, and advance the reform and development of juvenile justice in China.
