摘要
目的 探究在中医药服务能力建设这一共同事权下,中央对地方的财政投入、居民的中医服务需求对地方中医药服务能力建设的影响效应。方法 运用熵权密切值法构造了一个衡量地方中医药服务能力建设的被解释变量,利用省级面板数据进行回归分析。结果 中央对地方的中医药财政拨款不利于地方中医药服务能力建设,居民的中医服务需求对地方中医药服务能力建设有着积极影响,这种关系在东部地区更加凸显;中央财政投入、人均可支配收入、医保水平与中医服务需求的共同作用可以削弱中医服务需求对地方中医药服务能力建设的影响。结论 现阶段提高地方政府中医药服务能力建设的积极性不能一味地注重财政投入,关键在于提高中医药服务的需求量;经济要素的满足有利于缓解地方中医药服务能力建设对居民中医服务需求的依赖。
Objective To explore the effects of the central government’s flnancial investment in local areas and the residents’ demand for traditional Chinese medicine(TCM) services on the capacity-building of local TCM services in the context of the joint authority on the capacity-building of TCM services. Methods By the entropy weight method and osculating value method, we constructed an explained variable to measure the capacity-building of TCM services in local areas and performed regression analysis using the provincial panel data. Results The flnancial appropriation for local TCM services by the central government is not helpful for the capacity-building, whereas the residents’ demand for TCM services has a positive impact. Such an association is particularly prominent in the eastern region. The combined effect of central government’s flnancial investment, the per capita disposable income, the medical insurance coverage, and the TCM service demand can weaken the influence of the demand on TCM services on the capacitybuilding. Conclusion Local governments should be encouraged to be involved in the capacity-building of TCM services rather than rely on the flnancial investment from the central government. A priority is to increase the demand for TCM services. The satisfaction of economic factors is conducive to alleviating the dependency of local capacity-building of TCM services on residents’ service demand.
