大学附属医院组织使命内涵探讨

Connotation of organizational mission of university-affiliated hospitals

针对近年来公立医院“管办分离”改革中,采取“政府-医科院校”合作模式新建或共建的大学附属医院如何进行定位和管理的问题,从大学附属医院组织使命的层面进行论述,梳理我国近30年来发布实施的主要相关政策法规,将大学附属医院与一般大型医院、研究机构、学院进行比较分析。大学附属医院承担着向社会提供医疗服务、临床医学教育、医学科技创新3大组织使命。大学附属医院在疑难危重症诊治、医学人才培养、临床研究、疾病防控、医院管理等方面应当居于国家或区域的最高水平。新时代赋予大学附属医院的新使命是:肩负深化医药卫生体制改革任务、推进健康医疗大数据应用、推动“互联网+医疗健康”发展、发展智能医学服务、打造中国健康医疗模式、承担突发公共卫生事件应急救援工作。

To address the question how to position and manage newly-built or jointly-built university hospitals using the "government-medical college cooperation" mode during the reform of the "Management and Operation Separation" in recent years,and from the perspective of the organizational mission of university-affiliated hospitals, the author elucidated the relevant policies released by the governments at all levels in China over the past 30 years and compared university-affiliated hospitals with general large hospitals, research institutions, and colleges in the relevant areas. The university-affiliated hospitals undertake three major organizational missions: providing medical services to the society, offering clinical education, and carrying out innovative medical research. University-affiliated hospitals should be at the top level in the country or region in terms of diagnosis and treatment of difficult and critical diseases, training of medical talents, clinical study, disease prevention and control, and hospital management. The new missions of the university-affiliated hospitals in the new era include: deepen the reform of the medical and health care system;promote the application of big data in health care;promote the development of "Internet plus health care";develop intelligent medical services;create new health care models for Chinese populations;and serve as main force in the public health emergency response.
