基于DEA法对全国医疗卫生资源投入效率的分析

A DEA-based analysis of the input efficiency of medical and health resources across China

目的 分析近20年我国医疗卫生方面的投入产出状况,为提升我国医疗卫生资源利用效率提供参考。方法 采用2000年—2019年《中国卫生统计年鉴》和《中国统计年鉴》的数据,运用数据包络分析方法中的BCC模型对我国医疗卫生资源进行效率分析。结果 2008年—2016年及2018年的医疗卫生投入规模效率处于规模递减状态,2000年—2007年以及2017年、2019年的医疗卫生投入是非常有效率的,其他年份资源投入均存在不同程度的浪费现象,2000年—2019年的综合效率平均值为0.986,技术效率0.996,规模效率0.990。结论 当前医疗卫生资源配置效率有待提升;卫生人员专业素养和能力有待提高。

Objective To analyze the input-output of medical and health care resources in China in the past two decades so as to provide evidence for improving the resource utilization efficiency. Methods The utilization efficiency of medical and health care resources was analyzed using the data in "China Health Statistical Yearbook" and "China Statistical Yearbook" from 2000 to 2019, and the BCC model in the data envelopment analysis(DEA). Results The scale efficiency of medical and health investment decreased from 2008 to 2016 and in 2018. From 2000 to 2007, as well as from 2017 and 2019, the medical and health investment was highly efficient.In the other years, there were different degrees of waste in resource investment. From 2000 to 2019, the average overall efficiency was 0.986, the technical efficiency was 0.996, and the scale efficiency was 0.990. Conclusion The allocation efficiency of medical and health resources needs to be improved, and training on the professional quality and ability of medical staff needs to be strengthened.
