安徽省卫生资源配置的公平与效率研究

Equity and efficiency of health resource allocation in Anhui Province

目的 分析2015年—2019年安徽省卫生资源配置情况,为更合理配置卫生资源提供依据。方法 使用集聚度指标(HRAD)研究安徽省卫生资源配置的公平性,使用数据包络分析法(DEA)研究安徽省卫生资源配置的有效性。结果 安徽省卫生资源按不同的标准配置,其公平性结果不同,2019年安徽全省的卫生资源配置呈弱有效状态,综合效率为0.938。结论 卫生资源密度指数(HRDI)综合了人口与地理2方面的因素,可使用该指标配置卫生资源。政府与卫生行政管理部门应采取相应措施提高乡村卫生人员的质量与数量,加强医师与护士资源的宏观调控;同时调整卫生资源投入比例,注重创新协调发展以提高配置效率。

Objective To analyze the allocation of health resources in Anhui Province from 2015 to 2019 in order to provide evidence for rational allocation of health resources. Methods The equity of the allocation of health resources in Anhui Province was analyzed using the Health Resource Agglomeration Degree(HRAD), and the efficiency was studied using the Data Envelopment Analysis(DEA). Results The equity was diverse as the medical resources in Anhui Province were allocated according to different standards. In 2019, the allocation of health resources in Anhui Province was in weakly efficient status, with an overall efficiency of 0.938.Conclusion HRDI integrates both demographic and geographic factors and can be used to guide the allocation of health resources.Health authorities should take effective measures to improve the quality and quantity of medical staff in rural areas and strengthen the macro-management of doctors and nurses;meanwhile, the proportions of health resources allocated should be rationally adjusted, and innovation and coordinated development should be emphasized to improve allocation efficiency.
